He had to take a leader alive per Tarkin’s orders.

It’s not a fixed order from the sound of it. If I were him, I would break the rebels’ shield, bombard their base for a good 1 min, then send ground troops to take whoever is still alive by then as prisoner. There should be a leader or an officer amount the survivor. Even if there was none, since I made a huge, even crucial contribution, that wouldn’t even be a problem.
