It means Thrawn have little to no chance to complete his own 7-8-9 formation.

Then Hera discarded one piece he needed. But Sabine, who also wanted the same piece, got to have it because her calling precedent to Thrawn’s.

In the end, Thrawn discarded the very piece that Hera needed to complete her formation and won the game, which means Thrawn have to pay Hera. Thrawn was pissed and said they all set up against him, but Kanan and Sabine didn’t even pay attention to him. Sabine was saying she’s glad to safely retired from being the
banker

of the game (it is a rotated position, and you win and lose bigger than the other three players as the banker), while Kanan is happy for her. Poor Thrawn is the only loser in that game.
